Police Department Public Notice of Municipal Civil Service Examination

Notice is hereby given by the Warren Municipal Civil Service Commission of the written Competitive Open Examination to be held on Monday, February 6, 2023, from 6:00 pm until 8:00 pm., at Packard Music Hall, 1703 Mahoning Avenue  Warren, Ohio  44485 for the position of Police Officer in the Warren City Police Department.

As an incentive to all applicants, any successful candidate who receives an offer of employment and is hired by the City of Warren will receive full reimbursement for OPATA (Ohio Peace Officer Training Academy) coursework and certification for a 3-year employment commitment which will be detailed in a memorandum of understanding with the City of Warren.

The examination will consist of two parts:  Written and Physical Agility.

QUALIFICATIONS: (At the time of examination)

1. Must be a citizen of the United States of America or have legally declared his/her intention of becoming so.

2. Must be at least twenty-one (21) years of age but no more than forty (40) years of age.

NOTE: Despite the ages for examination, no person, regardless of his/her results, shall be eligible to receive an original appointment to the position of Police Officer unless that person is at least twenty-one (21) years of age and no more than forty (40) years of age.

3. Must be a High School Graduate or have a G.E.D.

4. Must possess a valid driver’s license.

NOTE:  Despite the fact that one need not be a holder of an operative and valid certificate for the completion of the Basic Peace Officer Training Course at the time of this examination, no person, regardless of his/her results on this examination, shall be eligible to receive an original appointment to the position of Police Officer unless and until  that person is the holder of an operative and valid certification for the completion of the Basic Police Officer Training Course issued by the Ohio Peace Officer Training Counsel.

Passing grade for this written examination has been established at 70%.

Only those applicants passing the written examination will be eligible to take the Physical Agility examination.

The application process will close on Monday, January 30, 2023, at 4:00 pm.

No application for the examination will be accepted thereafter .

Applications for the examination may only be completed online as noted above.

Please be advised that ALL APPLICATIONS WILL BE NOTARIZED ON  MONDAY, FEBRUARY 6, 2023, BEFORE THE EXAMINATION.  ON FEBRUARY 6, 2023,  YOU MUST BRING A VALID DRIVER’S LICENSE.

Extra credit for the examination will be accepted on FEBRUARY 6, 2023.   DO NOT ATTEMPT TO SUBMIT THIS INFORMATION WITH YOUR ELECTRONIC APPLICATION.  

Any credits must be applied for on MONDAY, FEBRUARY 6, 2023.  

ADDITIONAL CREDITS ALLOWED FOR THE WRITTEN EXAMINATION:

1. Any veteran, resident of Ohio, who has served more than 180 days of consecutive duty in the Armed Forced and has received an honorable discharge, will receive an additional credit of 20% of his/her total score on the written examination after receiving a passing grade on that examination.

2. Anyone who has completed 2,080 hours of employment as a law enforcement officer for a state(s) and/or any political subdivision(s) of a State shall receive an additional 20% credit of his/her total score on the written examination after receiving a passing grade on that examination.

3. Anyone who has received from an accredited college or university as associate degree, or equivalent, including at least twenty (20) quarter units or thirteen (13) semester units of police science courses, criminal justice courses, or law enforcement courses, shall receive an additional credit of ten (10%) of his/her total score on the written examination after receiving a passing grade on that examination.  TRANSCRIPTS MUST BE SUBMITTED ON THE DAY OF THE EXAM OR THEY WILL NOT BE CONSIDERED.

4. Anyone who has graduated from an accredited college or university with at least a baccalaureate degree, including at least forty-five (45) quarter units or thirty (30) semester units of police science courses, criminal justice courses, or law enforcement courses, shall receive an additional credit of 20% of his/her total score on the written examination after receiving a passing grade on that examination.  TRANSCRIPTS MUST BE SUBMITTED ON THE DAY OF THE EXAM OR THEY WILL NOT BE CONSIDERED.

NOTE:  Regardless of the credits provided for above, no person shall be entitled to, and no person shall receive, any additional credit totaling in excess of 20% of his/her total passing score on the written examination.  (Twenty [20%] percent of a passing score shall be the maximum combined bonus points or credits that one person may earn on this written examination.)

Any credits provided for above, must be applied for and must be adequately verified, at the time of application for examination.

The physical agility portion of the examination shall not be applicable to an applicant unless the applicant passes the written portion of the examination.  As for the physical agility portion of the examination, no person shall be eligible for appointment to the entrance-level position of Police Officer within the Police Department of the City of Warren unless that person is then the holder of a current and valid certificate of successful completion of either the police officer physical agility test issued by Cuyahoga Community College or an OPATA certificate obtained within one (1) year of the date of application.  There may be a fee to take such an agility test for which the applicant will be responsible.  Detailed information on the physical agility portion of the examination and test dates with Cuyahoga Community College will accompany each application blank.

All Federal, State and Local pandemic requirements and guidelines will be observed at all testing and interview sites, stations and locations used on behalf of the City of Warren, Ohio, Civil Service Commission.  This compliance will include and not be limited to social distancing, masks worn appropriately, temperature screening and refusal of entrance if illness by a candidate is noticed, witnessed or indicated at the time of examination of interview.
