City of Warren recently issued the following announcement.

ADVERTISEMENT FOR BIDS
NOTICE IS HEREBY GIVEN that the City of Warren, Ohio will accept bids for:
TRU – Warren Signal Upgrade Project
The contract's work includes furnishing all materials, equipment, tools, labor and services necessary for completion of the project. All work shall be done as shown on drawings called for in the description of the work and in a manner directed by the specifications of the City of Warren, Trumbull County, Ohio. The Director of Public Service will receive sealed bids for the above mentioned project until 11:00 a.m. on
Thursday, March 31, 2022
at the office of the Director of Public Service & Safety, 391 Mahoning Avenue, N.W., Warren, Ohio, 44483, and publicly open and read aloud at City Hall, Warren, Ohio, immediately thereafter.
The work to be performed under this project is located in the City of Warren, Trumbull County, Ohio. The TRU – Warren Signal Upgrade Project consists of new vehicular detection, pedestrian signal heads, controllers, battery backup units, removal of unwarranted signals, radio communications, cellular modems, and a new central system.
The Disadvantaged Business Enterprise goal for this project shall be 5%.

NOTICE TO BIDDERS
Prequalification
Bidders must apply for pre-qualification with the Ohio Department of Transportation’s (ODOT) Office of Contracts, Contractor Qualifications Section, at least 30 days before the date set to open bids. Only those contractors which are then currently pre-qualified by ODOT will be eligible to submit bids for the construction of projects addressed by this policy.
The Board of Control reserves the right to reject any or all bids and to waive any informalities in bidding.
Each bidder shall be required to file with his bid a bid guaranty for each bid submitted in one of the following forms:
(1) A bond, for the full amount of his bid; or
(2) A certified check equal to ten percent (10%) of his bid; or
(3) A cashier's check equal to ten percent (10%) of his bid; or
(4) A letter of credit, pursuant to Chapter 1305 of the Ohio Revised Code, equal to ten percent (10%) of his bid.
Any bid guaranty shall be subject to the applicable provisions of Chapter 153 of the Ohio Revised Code to the same extent as if said provisions of Chapter 153 were fully incorporated within said bid guaranty.
If the bid is accepted, the successful bidder shall enter into a contract and furnish a Contract Performance Bond as provided for below:
(A) A Contract Performance Bond in the name of the Ohio Department of Transportation and the City of Warren in an amount equal to 100% of the estimated cost of the work, conditioned among other things, that the contractor will perform the work upon the terms proposed, within the time prescribed, in accordance with the plans and specifications.
(B) A Payment Bond in an amount equal to 100% of the estimated cost of the work condition for the payment by the contractor and all subcontractors for labor performed and materials furnished in connection with the project involved.
Bids of corporations not chartered in Ohio must be accompanied by proper certification that such corporation is authorized to do business in Ohio.
The successful low Bidder will be required to comply with Section 107.12 of the ODOT CMS which establishes minimum limits for insurance.
Attention of bidders is directed to the Labor Provisions: This project is subject to the Wage and Hour Division of the U.S. Department of Labor. Minimum wages governing prevailing wage rates to be paid to the laborers and mechanics employed on public improvements.
This Contract is subject to the provisions of Executive Order 11246 of September 24, 1965 as pertains to an Affirmative Action Plan, and Governor Executive Order of January 27, 1972.
Each bidder must insure that all employees and applicants for employment are not discriminated against because of race, color, religion, sex or national origin.
The successful low Bidder will be required to comply with all contract requirements for Equal Employment Opportunities. All Bidders must fill in all the blanks of the proposal in ink or be typewritten.
This agreement is subject to the requirements of the Clean Air Act, as amended, 42 USC 1857 et seg., the Federal Water Pollution Control Act, as amended, 33 USC 1251 et seg., and the regulations of the Environmental Protection Agency with respect thereto, at 40 CFR Part 15, as amended from time to time.
No Bids may be withdrawn after the scheduled closing time for receipt of bids for at least sixty (60) days.
The City of Warren will award this project within 90 days after bid opening.
